Make sure that the soil is well-drained.The “heat” flavor of peppers is measured in Scoville Units. To give you an idea, Green Bell Peppers, rank at 0 Scoville Units, or “no heat”. A jalapeno has a rating of about 2,000 to 5,000 in Scoville Units.
